On Thursday, January 20th, the Downtown Planning & Housing Element Subcommittee held a public scoping session. At the scoping session, Rincon Consultants provided a presentation on the environmental review process and the scope of environmental issues to be addressed in the Environmental Impact Report (EIR). One combined EIR document will be prepared to analyze the potential environmental impacts of the Downtown Precise Plan, Housing Element, and Safety Element.
